This sentence should be expanded/clarified a bit. What would it mean for a project to 'validate implementation'. Do you mean the project isn't doing conformance certification? Why are you even talking about the scope of the 'project' - what really matters is the scope of the IG - and obviously an IG isn't going to do conformance testing of itself.

This project will not validate or provide incentives for implementation of the identified SDOH data elements
