    Description

      The operations on the Data/Trust service server have two outputs. Based on the FHIR Operation spec an OperationOutcome is implied if the operation failed (https://www.hl7.org/fhir/operations.html#response). Was the intent to return an OperationOutcome even if processing was successful?

      I linked this issue to pesudonymize operation but its the same for all four operations.
