Existing Wording:

This guide provide technical guidance to support the exchange of clinical data generated by providers to be shared with payers (or other providers) in situations where there are not other implemented standards to manage that process.

Proposed Wording:

There are plenty of “situations” in healthcare data exchange where there are not implemented standards available, and where this guide would not be appropriate. This guide does not provide guidance for all situations - just specific, relevant situations.
