US Public Health Specification bundle in Medmorph is more generic than that included in eCR (http://hl7.org/fhir/us/ecr/2021Jan/StructureDefinition-us-ph-specification-bundle.html). MedMorph profile states in the prose that the bundle SHALL always contain a PlanDefinition entry, and that it SHOULD contain all relevant ValueSet resources, but it doesn't include those constraints in the profile. Should add them formally as constraints to the profile. The eCR profile is specific and includes
