      Modify the Existing TTP Definition from "at an intermediary organization that serves as a conduit to exchange data between healthcare organizations and an endpoint. Trusted Third Parties perform the intermediary functions (e.g., apply business logic and inform the Reportability Response) using appropriate authorities and policies." 

      TO the following: 

      "at an intermediary organization that serves as a conduit to exchange data between healthcare organizations and an endpoint and may additionally perform other intermediary functions (e.g., apply business logic and inform the Reportability Response) using appropriate authorities and policies." 

       

      Add the following example to the TTP definition:

      In electronic case reporting, for example, RCKMS on the AIMS platform is playing a critical compliance role to confirm reportability in accordance with state laws.

       

      Knowledge Artifact Representation for TTP: 

      Currently the TTP or Receiver can be specified in a Knowledge Artifact using the extension of receiverAddress. We propose to make this extension a complex extension which includes the address Endpoint URL and an optional separate URL to specify the role or other documentation about the TTP or the Receiver if desired.

    Description

      There may be more than one trusted third pary and some may play roles in addition to being a conduit for information exchange. In electronic case reporting, for example, RCKMS on the AIMS platform is playing a critical compliance role to confirm reportabilty in accordance with state laws - using rules that are moe complex than the triggering in the EHR interface. In addtion to accomadating these kinds of nuances in the definitions, the knowledge artifact transaction should be able to indicate the necessary role for such a trusted third party when needed.

      Existing Wording:

      Trusted Third Party: A system (e\.g\., Health Information Exchange (HIE), Reportable Condition Knowledge Management System (RCKMS)/Association of Public Health Laboratories (APHL) Informatics Messaging Services (AIMS) Platform) at an intermediary organization that serves as a conduit to exchange data between healthcare organizations and an endpoint\. Trusted Third Parties perform the intermediary functions (e\.g\., apply business logic and inform the Reportability Response) using appropriate authorities and policies\.
