The IG makes mention of and expects that Content IGs will define the types of data and reports that are required for a particular use case.  However, there does not appear to be a means defined within the USPublicHealthPlanDefinition profile for defining what the type of report required to be submitted is.  The action valueset also just defines actions such as create-report, validate-report, etc..   The way in which plan definitions will specify the types of reports to create needs to be defined.
