Because this IG does not provide any guidance on the transaction as is implied buy the word "reporting"  and only defines the content models of the transacted artifacts.

1) Under Scope change:

to...

2) consider changing the Title as well.

3) change the section Overview to Background

4) Move the content under Scope to the beginning as an introductory paragraph and remove the the Scope header as this is self evident and redundant

5) move this bolierplate sentence to new section: "Disclaimer' or something to that effect
