      Updating the cardinality of the PlanID in the FormularyDrug profile from 1..1 to 1..* would potentially reduce the number of FormularyDrug instances for organizations that have data on many drugs and many plans.

      The proposed disposition is to change the cardinality of the PlanID attribute in the FormularyDrug profile from 1..1 to 1..*.

    Description

      In the current, published v1.0.0 of the Da Vinci PDex Formulary IG, the FormularyDrug profile can only reference one PlanID (cardinality of 1..1).  Discussions with payers and PBMs that have tens of thousands of drugs and multiple plans have highlighted an issue where hundreds of thousands or perhaps millions of FormularyDrug instances would be required to connect drugs with plans.  The recommendation is to change the cardinality of PlanID in FormularyDrug to 1..* so that a single FormularyDrug instance could connect a drug with multiple plans, reducing the number of FormularyDrug instances required to represent the data.
