Language should be strengthened to SHALL to ensure backend services specification requirements are met.

Existing Wording:

The PDMP Requestor will implement the requirements corresponding to the App actor in the SMART on FHIR Backend Services specification. The PDMP Requestor is expected to run in a trusted environment and hence capable of protecting the Private Key. 

Proposed Wording:

The PDMP Requestor SHALL implement the requirements corresponding to the App actor in the SMART on FHIR Backend Services specification. The PDMP Requestor SHALL run in a trusted environment and hence be capable of protecting the Private Key.
