MeasureReport has a “date” element, which is the date when the report is generated. The date gaps in care report is generated would be the date the open/closed gap was calculated.

Will add clarification text to gaps in care reporting page.

Note that we discussed the use of term "recognized", the consensus is to use "calculated".
