"The scope of Da Vinci is US payor-provider data exchange. It covers data sharing between payors and payor-to-provider and provider-to-payer data sharing, including data shared via third party systems. Some of the Da Vinci content may be relevant outside this defined scope (including payer to patient, provider to patient and non-US implementations). However, requests for change should be focused on HRex’s official scope."

"The scope of Da Vinci is US payer and provider data exchange with each other and other covered entities under HIPAA (including their business associates).  It includes data exchange with the patient/member.  The exchanges are typically ones that are 'of interest' in value-based care.  Some of the Da Vinci content may be relevant outside this defined scope (e.g. non-US implementations). However, requests for change should be focused on HRex’s official scope."

    Description

Does “third-party” mean any non-payer/provider entity? Trying to figure out what the actual scope here is – the last sentence of this paragraph says requests for change should only be focused on the IG’s “official scope” – if third parties are in official scope, but patients and non-US implementations are not, we should know what “third parties” are in scope/how they are defined.
