The MeasureType code system and value set used from the base FHIR specification is newly defined within FHIR, it does not use the HL7 V3 code system and value set used in HQMF. This was a conscious decision to start with a clean slate, but there needs to be a mapping provided from the V3 code system and value set to the FHIR code system and value set:
