    Description

      The Patient resource in QI-Core includes the element generalPractitioner can use QICoreOrganization or QICorePractitioner which is consistent with base FHIR, but base FHIR allows PractitionerRole as well and QI-Core does not include PractitionerRole.  The Gaps in Care use case discussion brought up a possibility of determining a return of patient data based on PractitionerRole (without specific reference to the practitioner/person or the organization). Consider adding PractitionerRole rather than constraining to only Practitioner and Organization.  The removal of the constraint is consistent with US Core and FHIR R4.
