This was discovered when creating the Single Indv Vte Report Option 7 example instance to resolve the QA warning for the DEQM MedicationRequest profile.

Proposal

• remove the profile
• refer to QI Core MedicationRequestNotPerformed for the VTE1 use case
• keep the Single Indv Vte Report Option 7 and refer to it in the discussion of Negation Patterns here: http://hl7.org/fhir/us/davinci-deqm/guidance.html#negation-patterns-for-quality-measures since it applies the negation pattern to the MedicationRequest resource.
