      The comment asserts a particular policy perspective, which is not applicable in all circumstances. There are use cases for accessing patient information where the end user is not permitted to integrate that information into their clinical record. A clinician might be permitted to view information in a patient's portal account, but not allowed to integrate that information into the EHR.

      Does this RefrainPolicy require that clinical information not be integrated into the rest of the clinical information in a patient's chart? If so, this policy should never be used to enable clinical care because it would lead to patient safety risks.
