The first paragraph talks about payer and patient data exchange needs, however doesn’t tie up to the business requirements of the need to FHIR based orders exchanged between providers and suppliers which has nothing to do with payer requirements of patient data exchange especially when it is explicitly stated in the out of scope category about patient related requests. May be we need to elaborate the actual workflow benefit that will be seen to reduce burden on providers.
