Question on expressing UTC timezone

      Neither ISO8601, nor the internet profile of it [rfc3339](https://tools.ietf.org/html/rfc3339) specify explicit ranges for allowed offsets (i.e. they both allow (+/-)00:00..23:59). Table-H referenced here was constructed referencing the set of timezone offsets in use at the time, which has since changed. The table should be clarified to indicate that a full range is allowed, rather than attempting to capture the specific ranges in use at any given point.

    Description

      Seek clarification, which one is correct:
      In CMS QRDA-I IG says the range of Timezone Offset is "UUUU - UTC time shift -1300 thru+1400" in Table 15.
      However, in this document Chapter 5, table 5-H, the range of Timezone Offset is expressed as [-12, 14.00]

      Are both expressions correct?
