Medication administration resouces cannot directly reference the care plan they are based on. While it makes sense to link administration resources to a care plans through a medication request in case of prescribed medications, this level of indirection adds unnecessary complexity in case of over-the-counter medications.

The medication administration resource should allow referencing a care plan directly through a property, similar to the `basedOn` property of observations.
