The MarketingStatus datatype, which is shared by MedicinalProductDefinition and PackagedProductDefinition has some issues.

It has mandatory country and dateRange. Neither are always known, or need recording.

Proposal is to make both 0..1.

Only the actual status needs to be mandatory 1..1.
