Device and DeviceDefinition both have a Property class (BackboneElement). They use valueQuantity and valueCode.

I assume that a single property only has one value and it maybe a quantity or a code. It would not be expected to be both.

It would seem better, and more conventional, to have this a single attribute with a choice: i.e. value[x] Quantity|CodeableConcept.
