FHIR-26124 Providers should not be required to provide the precise reason for missing data

Description

This is another reason not to require providers to include nullflavors – recipients need to be able to process to notification even if it has missing information.

Existing Wording:

Notification Recipient/Intermediary SHALL be able to process resource instances containing data elements asserting missing information without generating an error or causing the application to fail.
