Consider realm-specific quality checks in the IG tooling

      We already have the ability for IG templates to add in additional validation rules on IG content.  However, this template layer doesn't currently have access to the full resource hierarchy.

      Have added https://github.com/HL7/fhir-ig-publisher/issues/396 as an enhancement request.  Once this is applied, it should be possible to do what you wish (so that US-Core won't be the only set of profiles that can have that sort of check.)

    Description

      Consider the addition of realm-specific rules that could be evaluated as part of IG publication tooling. For example, when defining a US-realm IG, if the IG defines profile on Patient, and that profile is not derived from QICorePatient, the IG tooling would issue a warning.

      IG authors would then be able to "suppress" that warning with an explanation for why they are defining a new profile without deriving from existing profiles.
