      Agreed to apply https://jira.hl7.org/browse/FHIR-13331 to STU3. It was applied in R4, but not in STU3 even though 13331 says it was applied to STU3 (it lied)

    Description

      In STU3 SDF-11 still applies to logical models, which it shouldn't. This has been fixed in R4.
