We will split the Bundle example to instead have separate resource example instances with documentation indicating how they're linked together.  There is no expectation that systems will post collections of Questionnaires and their value sets as bundles, and certainly no expectation for support of behavior different from any other transactional combination of resources.

    Description

To clarify what is the purpose and rational to bundle questionnaires, and what action or response is expected from the receiving and sending systems.

Is the receiving system querying for a set of Questionnaires based on a certain parameters and gets such Bundle, or does the sending system sends such Bundle without waiting anything back (e.g., QuestionnaireResponse)?
