The Contract resource has duplicated codeSystem and valueSet resources thus resulting in updates to the correctly published versions not showing up in the build, the build showing duplicate representation, and ownership misdirections.

Where these are needed in multiple places, they can be moved into the ../terminology directory with explicit build in the fhir.ini
