      Why is an OperationOutcome the appropriate object to create and communicate when the CQL in a QuestionaireRequest is invalid? The DTR application, not the Payer, is responsible for obtaining the QuestionaireRequest and later posting a Questionaire. Also this in in conflict with the guidance provided in 4.4.2.2.2.
