We're not clear on a common use-case for searching for questionnaires based on the actual text of the question. If you've got the full question text, then you should have other identifying information for the Questionnaire you could use for searching. If you don't, you'd sort of be shooting in the dark trying to find a relevant form. Suggest defining this as a local search parameter for now or bringing it back with a clearer use-case.
