      Add a new property to the Encounter resource between the basedOn and participant properties

      long desc: "The group(s) of individuals, organizations that are allocated to participate in this encounter. The participants backbone will record the actuals of when these individuals participated during the encounter."

      Note: The Encounter property on CareTeam will be removed by PC, and may consider removing the standard extension.

      Note: The EpisodeOfCare will also be updated to rename the property from team to careTeam.

    Description

      Currently, CareTeam has an attribute to link a CareTeam to a single encounter. Yet, a care team may be associated with a number of encounters. Rather than tracking encounters at the CareTeam resource level, we propose that Encounter support an association to zero or more CareTeam resources in order to support querying for all encounters associated with a given CareTeam. The CareTeam.encounter attribute would be removed altogether.

      One approach is to add CareTeam as a reference choice to Encounter.participant.individual (and consider renaming the attribute since a care team is not an individual - may wish to consider 'actor' as done in the Event pattern).

      The other approach is to add a top level attribute - Encounter.careTeam Reference(CareTeam) 0..*
