      We can't use the standard extension. (1) If we start with the standard extension and constrain it, the only way to do it is to create a new StructureDefinition, which will have exist in the mCODE namespace. (2) If we use the standard extension, we can't constrain it.

    Description

      The best solution for referring from the secondary to primary cancer condition might be to use a constrained version of the standard extension.
