      We will add an additional 0..* mustSupport slice on Practitioner.identifier and Organization.identifier that covers payer-specific provider identifiers such as CCN (CMS' Certification Number).  In the usage notes we will indicate that implementers are encouraged to rely only on the NPI and that the additional slice is intended for those situations where regulation or policy mandates the inclusion of payer-specific identifiers.  We will also ensure there is a 'system' defined for CCN.

      Note: we'll need to require identifier.type for NPI in order to distinguish from payer-specific identifiers.

    Description

      CMS' Certification Number (CCN)

      While the National Provider Identifier (NPI) is a primary identifier, CMS' Certification Number (CCN) is used to verify Medicare/Medicaid certification on all survey and certification, and resident/patient assessment transactions. The CCN serves a critical role in verifying that a provider has been Medicare certified and for what type of services. In addition, the CCN is required for submitting data to CMS' Quality Reporting Programs, including National Healthcare Safety Network (NHSN) data being submitted via the CDC.

      Not only are Medicare/Medicaid organizations assigned a CCN, but CMS also has assigned a CCN to federal healthcare facilities that report quality data for reporting on Hospital Compare (e.g., the VA and DoD).

      For electronical clinical quality data (eCQM), the Joint Commission also requires the CCN to be submitted, which we then crosswalk to our own healthcare identifier to enable usage of the eCQM data within our organization. To reduce burden, like CMS, the Joint Commission is assigning a "CCN" to those organizations that do not (will not) have a CCN assigned by CMS (e.g., overseas DoD facilities).

      Since HRex is the umbrella standard for Da Vinci, we request that the StructureDefinition-hrex-organization profile adds CMS' CCN along with the NPI and TIN identifiers.

      • Yes, I just realized that StructureDefinition-organization-deqm does not include CMS' CCN...
