      The FHIR Datatime datatype is defined as "A date, date-time or partial date (e.g. just year or year + month) as used in human communication. The format is YYYY, YYYY-MM, YYYY-MM-DD or YYYY-MM-DDThh:mm:ss+zz:zz". Where an unknown datetime is allowed the observation value will be sliced to include the option of specifying an nullflavor of unknown.

      Comment:

      NCHS allows any part or all of the date and/or time to be unknown. Ex(2019-03-99 10:99 AM or 2019-03-19 99:99 Uknown or 9999-99-99 99:99 Uknown). And I believe the FHIR date field requires the date to be valid right? How will this handle unknown dates when sending to NCHS?
