Description
It is often unclear for specifiers and implementers of FHIR, that the Practitioner resource covers not only healthcare professionals/professionals in a healthcare organization, but also any kind of person acting in their profession that needs to be represented in FHIR. Therefor people often tend to look at Person as a resource to use for the latter purpose.
So this should be made more clear on the Practitioner spec page.
Proposal:
A) Extend the first sentence of the section as follows:
"Practitioner covers all individuals who are engaged in the healthcare process*, healthcare-related services and generally every process relevant for healthcare and healthcare organizations *as part of their formal responsibilities [...]"
and B) add examples to the bullet list like:
"[...]
- a cab driver
- a lawyer acting for a hospital or a patient
- a person working for a supplier of a healthcare organization"
