      Agreed, the examples and the conformance requirements are inconsistent in this respect.

      Suggest that we change the conformance requirements and documentation to say that one and only one library is referenced and the criteria in the Measure are simple names of expression definitions in the primary measure library.

      There is no reason to allow multiple libraries to be referenced directly by the measure, and we already require all top-level criteria to come from a single library, so the conformance requirements as defined currently are at best redundant, and introduce needless complexity.

    Description

      In the EXM55, only one library is referenced so population elements in the FHIR do not refer to a library when specifying a CQL definition. How should this work for measures that reference multiple libraries? I don't see an example that shows this. Should there be a conformance requirement related to this? There is a conformance requirement (requirement 8) that talks about library references and all snippets show this as part of the path of the referenced CQL definition, but the actual measure examples do not.
