      Agreed, change language to:

      CQL expressions used as measure population criteria SHALL be evaluated taking relevant dependencies into account, as specified by the membership determination formulas.

      And include membership determination formulas from the base HQMF specification. (And submit a tracker to promote those to the base FHIR specification).

    Description

      In conformance requirement 10, I don't think people who are not intimately familiar with quality measures will understand what this is saying. Perhaps that's ok because only people intimately familiar with the measurse will be reading this.

      This is saying that it will only include (or exclude) patients/encounters/etc. from the "implicit dependencies", btu "within the context of the implicit..." doesn't convey that clearly.

      CQL expressions referenced by a Measure population element SHALL be executed
      within the context of the implicit Measure population criteria dependencies.
