    Description

      FHIR allows effectiveDateTime and effectivePeriod and expecting effectivePeriod to cover an event that occurs at a point in time is incorrect. To be consistent with CQL-based HQMF IG and FHIR Data Export for Quality Measure (DEQM), FHIR Quality Measure IG should address how to reference either effectiveDateTime OR effectivePeriod or both and how that might affect retrieving data and reporting to avoid ambiguity and confusion.
