    Description

      In reviewing reources against the Health Canada (ROEB) data model I noticed that the communication element is sometimes a CodeableConcept and others a BackboneElement, this discrepency causes issues on our end and in most cases BackboneElement is more suitable as we need to track prefered language at the federal goverment level (not sure if it's the same for the provinces).
