If I correctly understand the last sentence of the first paragraph, the states in the legal state diagram are supposed to be formally defined in the contract-legalstate value set. However there are several discrepancies between the diagram and the value set. I'm not certain what the intention was but we should either update the diagram to match the value set, or update the value set to match the diagram, or revise the documentation to clarify how the two are related.

The following states are present in the legal state diagram but missing from the contract-legalstate value set: addendum, conditional, counter, draft, effective, exchange of contracts, modified, offer, pended, Request for Information. The following states are present in the contract-legalstate value set but missing from the legal state diagram: amended, appended, entered-in-error, offered, policy.
