      While the recommendation from the commenter would result in better consistency, the responsible work groups agree to not make the requested changes.     Description

      DiagnosticReport does not have a reference to the Procedure which it is reporting on, although it does reference the request that triggered the procedure (basedOn ServiceRequest). On the other hand, Procedure has a report element that references DiagnosticReport, DocumentReference or Composition.

      FHIR practice is to point from the newer resource to the older one. Therefore, the expectation is that DiagnosticReport point to the Procedure. Similarly, DocumentReference and Composition should point to the Procedure. (Both are also missing basedOn for ServiceRequest, CarePlan, ...)
