Comment:

The Value Set Definition standard slated to go normative has a definitional (required) element called Activity Status Date. This element is the date when the associated Value Set Definition Version activity status is in effect and explicitly states that the status can change from Active to Inactive (and back again) multiple times.

The current extensions only address one acivity status (for the packaged together VSD and Expansion), and implies differeing behavior (once inactive, it can no longer be used to create new content)
