A suggestion.

I noticed in section 4.3.3 a conformance statement buried in the middle of the paragraph. (" Level 1 and Level 2 Implementations MUST have EHR functionality to .... ") There is nothing wrong with the statement, but I realized that it could be difficult to identify all of the conformance statements in the IG. I suggest that some means be established to highlight the conformance statements. A few possibilities:

• use formatting to highlight the statements

• add an identifier to every conformance statement, e.g., [CONF-PDDI-nnnn]. This would be noticable, and would allow the statements to be cataloged and reference by implementations.

• include all conformance statements in a summary table
