      Goal.lifecycleStatus - the state of the goal throughout its lifecycle - 1..1 (required binding strength)

      0 *proposed *A goal is proposed for this patient. ~proposed
      0 *planned *A goal is planned for this patient. ~planned
      0 *accepted *A proposed goal was accepted or acknowledged. ~accepted
      1 * active *The goal is being sought actively
      1 *on-hold *The goal remains a long term objective but is no longer being actively pursued for a temporary period of time. ~suspended
      1 *complete *- The goal is no longer being sought
      0 *cancelled *The goal has been abandoned. ~abandoned
      0 *entered-in-error *-The goal was entered in error and voided. ~error
      0 *rejected *A proposed goal was rejected.

      Goal.achievementStatus - describes the progression, or lack thereof, towards the goal against the target - 0..1 (preferred binding strength)

      in-progress *The goal is being sought but has not yet been reached. (Also applies if goal was reached in the past but there has been regression and goal is being sought again).
      - *improving *The goal is being sought, and is progressing
      - *worsening *The goal is being sought, but is regressing

      Goal.progress of on target, ahead of target, behind target (more like an assessment of the outcome so far)
