      Add a data-collection type to MeasureReport so that it can be used to communicate only the data of interest for a measure.

      Indicate that this can be used in combination with the lastUpdated parameter of the $evaluate-measure operation to retrieve data of interest since a particular point in time, allowing incremental maintenance of the data of interest for a particular measure.

      Add a discussion of this usage to the Scope of the resource.

    Description

      MeasureReport can be used not only to communicate measure calculation results, but to actually collect the data involved in calculating a measure. This usage should be made explicit so that there is no confusion about the purpose of a specific measure report, particularly in cases where the measure score cannot be calculated completely, but collecting the data involved is still relevant.
