Description

Unlike ValueSet, the CodeSystem, ConceptMap and ExpansionProfile terminology resources all have an identifier element with cardinality 0..1 . This change proposed that these identifier all have 0..* cardinality thereby supporting a broader set of version (and unversioned) alternative business identifiers for instances of these resources.
