The Communication resource providers the Encounter 0..1 Reference(Encounter) to indicate the context to which the communication applies. This limits the use of this resource to provide communication or supporting information only for encounters. If this was changes to a more general form such as Context 0..* Reference(Any) then the Communication resource could be used for more purposes. In Financial Management we would like to profile this resource to support Eligibility, Enrollment, Claim and other supporting information needs. By making the cardinality 0..* then when information is supporting a request/response pair then both references may be provided to increase the likelyhood of context matching.
