Requiring both author device and author person is misrepresenting the purpose of the element. The author is the person or device that created the document. In the case of EMRs automatically generating a document from a patient encounter, this is the EMR software. If you're looking for information about who was the responsible person for the patient encounter, the information should be required as specific provider types within encompassingEncounter. SHALL contain exactly one [1..1] author (CONF:1169-33229) such that it SHALL contain exactly one [1..1] assignedAuthor (CONF:1169-33230). This assignedAuthor SHALL contain at least one [1..*] US Realm Address (AD.US.FIELDED) (V2) - Cancer IG Specific Constraints (identifier: urn:hl7ii:2.16.840.1.113883.10.13.17:2014-08-08) (CONF:1169-33231). This assignedAuthor SHALL contain exactly one [1..1] assignedPerson (CONF:1169-33233).

Proposed Wording

Remove these conformance statements, allowing inclusion of only the assignedAuthoringDevice. If required, add new conformance statements pointing to a more appropriate location for an individual contributor.
