    Description

In Treatment Intervention Preference, change cardinality from 1..1 to 0...*

      • Make lower cardinality 0, to align with US Treatment Intervention Preference (that may not have any precondition), and because you could have an end of Life goal that does not ALSO declare the precondition in the system, and yet the goal/preference would still would be valuable to communicate.
      • Increase the upper cardinality to * , becuase (outside of the bound value set term, there may be more than one precondition

_Note: US Core provided text guidance only that: "The context or precondition of a patient’s preference SHOULD be supplied in: the Observation.valueString _
