The Medications Administered section does not include any "such that it" logic which would allow extra entries. If you have any entries, they SHALL be Medication Activity entries.

Change Request because even 2.1 didn't have a "such that it":

MAY contain zero or more [0..*] entry (CONF:1098-8156).

• The entry, if present, SHALL contain exactly one [1..1] Medication Activity (V2) (identifier: 2.16.840.1.113883.10.20.22.4.16) (CONF:1098-15499).

Proposal - add "such that it" (i.e. slice the entry like all other sections)
