      Although we agree with this comment, we feel it is too late in the ballot/publish cycle to introduce this at this time.  We will definitely approve this for the next balloted version of C-CDA.

    Description

      The Policy Activity template doesn't gain any favors from the fact that it's got sub-templates all over the place that should really be split out into their own templates. We've got one performer, for instance, that SHALL have the templateId 2.16.840.1.113883.10.20.22.4.87, and another that SHALL have 2.16.840.1.113883.10.20.22.4.88. What templates are these?? Technically, they're not templates at all! Understanding anything going on in the template pretty much requires you to read through all of the narrative guidance; the template would be much easier to understand and navigate if, like every other template in C-CDA, we split it out into sub-templates as needed rather than keeping it as one giant wall of conformance statements.

       

      Note that this wouldn't change any of the requirements themselves–merely how they're presented–and so it could just be a technical correction in spite of the template getting restructured.
