The Functional Status and Mental Status observations both say they SHOULD have 0..* author, which also makes sense because they're part of USCDI (and therefore ought to have provenance).

So is Disability Status, but this template makes no mention of authors at all. We should probably call out that it, too, SHOULD have [0..*] authors, right?
