      effectiveTime/high or effectiveTime/value represents when the goal should be met (i.e. a due date)

    Description

      At January 2024 working group meeting, we worked on a goal example to be approved by StructuredDocument. It was unclear what effectiveTime/high represents. Is it achieve by date or an expiration date or something else? We all thought that effectiveTime/low represents when to start working on goal but good to have guidance on both.
